CoreSimulator caches are generated by Xcode and Simulator. Unavailable simulator devices are devices Xcode can no longer use. Simulator runtimes are larger installed platform packages and are more sensitive.
Why review matters
Removing caches is usually low risk. Removing runtimes can affect testing older iOS versions and may require another download from Xcode.
